TC,
Strangely, you didn't note another bit if info that I think is rather interesting: Other government agencies haven't paid their electricity bills either and the total is over a Billion Baht!

Surely all these agencies were allocated budgets to pay their electricity bills, where did the money go?

AbsolutelyBangkok : create your own union.
;-)
Go to the MOA office, and say that you have decided not to pay.
They will ask : "Why ?"
You'll answer : "Because."

They'll surely understand this kind of absolute rethoric ! ;-) And they'll add : "Khrap, chai, okay khrap".

in Australia... in the few instnaces where government agencies have been (apparently) systematically slow to pay bills the union movement has been lnown to highlight this in the media

Australian unions do see it as within their scope to be interested and proactive in monitoring and criticising the financial health of the organisations that employ their members

I have my electricity cut when I dare to not pay the bill within a few days after receiving the invoice.

Is there a Consumers Union?
