Telecoms, 3G network : the NTC needs more time to… talk

It’s the running gag… the pathetic prank… The 3G network in Thailand.

There is a special agency, the National Telecommunications Commission (NTC), supposed to handle the issue of 3G… since more than 2 years.

Let’s start the time travel machine.

December 8 2006 : NTC to issue rules for 3G licensing (Nation)

At that point, we could think about 2 explanations :
-the members of the NTC are totally and utterly dumb, and therefore unable to handle technical and financial issues.
-the members of the NTC are not totally dumb… they’re just too greedy and they wait in order to increase the amount of tea money.

I’m wondering which would be the worse. 😉

Anyway, the bottom line is : Laos has 3G. Thailand is still talking. It’s just another national shame.

Telecom industrialists in general were disappointed with the results of last Thursday’s board meeting, when the NTC concluded only one key issue: that 2.1-gigahertz-spectrum licences would be auctioned. The 2.1GHz spectrum is for developing 3G services.

Earlier, the board said it would wrap up all key details – licensing method, number of licences, licence-payment method (one-off payment or instalments) and the licences’ period of validity – at that meeting.

After the meeting, NTC secretary-general Suranan Wongvithayakamjorn said the board needed more time to study all aspects carefully. The regulator is expected to finalise all key details within the next couple of weeks and put the licensing terms of reference to a public hearing this month or next.

The telecom industrialist said he did not understand why the NTC needed more time when it had already spent two years studying all of the issues. Based on this scenario, he does not believe the watchdog can award 3G spectrum licences this year. (Nation)

Good lord… One meeting to decide that… licences will be auctionned. Are those guys paid ? I mean, do they receive a salary, or something, for such joke ?

Anyway. No licence this year… it means… 3G maybe, maybe… in 2010. At best.

    I dont think this is news to anyone who has anything to do with Information and Communications Technology in Sth East Asia, Thailand has to overcome one simple truth, their elitist and what could basically be discribed as “racist” attitude towards foreign companies and persons is the root cause to their problems. Combine this with the protection being offer Telco companies in Thailand and you have a Government who will hide behind one excuse after another until the real players in the market step forward and force change.

    Grab a beer in any bar or lounge frequented by international IT and Telco consultants and contractors and you will hear the same old story, why bother getting professional advice if they are not prepared to listen.

    I agree : it’s not new.

    But it’s always good to have like… a recollection… with the help of penultimate newspaper article, after a penultimate meeting of the NTC.

    It keeps the faith and entertains the public.

    Thailand should bypass 3G and start planning for 4G

    4G (also known as Beyond 3G), is the next complete evolution in wireless communications. A 4G system will be able to provide a comprehensive IP solution where voice, data and streamed multimedia can be given to users on an “Anytime, Anywhere” basis, and at higher data rates than previous generations.

    The fourth generation will be a total replacement of the current 3G networks and handsets. The international telecommunications regulatory and standardization bodies are working for commercial deployment of 4G networks roughly in the 2012-2015 time scale.

    Maybe you should reference the source you copied your comment from, Wikipedia,, and also the full details about the fact the technology is not yet defined so could anyone start planning for something that as yet does not exist as a full specification.

    Thailand needs to start getting things right the first time and theres no better time to show that by ensuring that the 3G Network is deployed on a defined schedule and to a world class standard, unlike the Cambodian and Loas networks.
